Responsibility & Colorado’s Evolving Laws

Colorado voters approved the Natural Medicine Health Act (Proposition 122), which decriminalized personal possession, use, sharing, and limited cultivation of certain natural medicines for adults 21+ and directed the state to create a regulated system for supervised services. Follow-on legislation (SB23-290) set up licensing of facilitators and regulated healing centers. State licensing began in late 2024, with supervised services expected to phase in during 2025. Retail sales outside the licensed, supervised framework remain prohibited.
